The organization structure of the district People’s Committee

1. The district People’s Committee consists of Chairperson, Vice Chairpersons and other members

The People’s Committee of type I districts is regulated to have no more than 3 Vice Chairpersons while that of type II and III have no more than 2 Vice Chairpersons.

Members of the district People’s Committee include those who are head of the specialized agencies under the district People’s Committee, the members in charge of military and the members in charge of public security.

2. The specialized agencies under the district People’s Committee are divisions and relevant agencies.

Tasks and power of the district People’s Committee

1. Build and submit the district People’s Council to decide the contents as per stipulated at points a, b, c and g, clause 1, clause 2 and clause 3, article 26 of this Law and implement the resolutions of the district People’s Council.

2. Regulate the apparatus organization, detailed tasks and authority of the specialized agencies under the district People’s Committee

3. Implement the district’s budget, carry out the tasks on socio-economic development, industrial development, construction, trade, service, tourism, agriculture, forestry, fishery, traffic network, irrigation, building rural residential areas, land management and use, forest, lakes and rivers, water resources, mineral resources, ocean resources and other natural resources and environment protection in the district in accordance with law.

4. Implement the duties on organization and ensuring implementation of the Constitution and Law, building the government and administrative boundary education and training, science and technology, culture and information, sports, health, labor, social policies, ethnic and religious affairs, national defense, security, social order and safety, judicial administration and assistance and other duties and authorities in accordance with law.

5. Implement tasks, duties and authorities decentralized and authorized by upper level state agencies.

6. Assign and authorize communal people’s committee and other agencies and organizations to implement the duties and authorities of the district People’s Committee.
