1. Tasks and power of the district People’s Council in organizing and ensuring implementation of the Constitution and Law and in the fields of national defense, security and government construction:

a) Issue resolutions upon the issues under the tasks and power of the district People’s Council;

b) Decide measures to implement the tasks in national defense, security, social order and safety, fights against crime and illegal acts, preventing against bureaucracy and corruption; measures to protect assets of the agencies and organizations, protect  lives, freedom,  honor, dignity, assets and other legal rights of the citizens in the district in accordance with law;

c) Decide measures to implement the tasks and authorities assigned by the upper-level state agency; decide decentralization to lower-level localities and agencies in implementing the tasks and authorities of the local government in the district;

d) Elect, dismiss and induct Chairperson, Vice Chairpersons of the district People’s Council, Head and deputy Heads of the commissions of the district People’s Council; elect, dismiss and induct Chairperson and Vice Chairpersons of the district People’s Committee and members of the district People’s Committee; elect, dismiss and induct the Jurisdiction of the district People’s Court;

đ) Collect votes of confidence and conduct vote of confidence upon the officials elected by the People’s Council according the article 88 and article 89 of this Law;

e) Partly or totally dismiss illegal documents by the district People’s Committee and Chairperson of the district People’s Committee; Partly or totally dismiss illegal documents by the communal-level People’s Committee;

g) Decide establishment or demission of competent agencies under the district People’s Committee

h) Dismiss the communal-level People’s Council in case that communal-level People’s Council seriously damages the rights and benefits of the people and submit for approval by the provincial-level People’s Council before conducting;

i) Dismiss members of the district People’s Council and approve request by members of the district People’s Council to reject their duties as members of the district People’s Council;

2. Tasks and power of the district People’s Council in the fields of economy, natural resources and environment:

a) Approve mid-term and annual socio-economic development plans and land use planning of the districts before submitting for approval by the provincial-level People’s Committee

b) Decide state budget revenue estimates in the district, local state budget revenue and expenditure estimates and allocation of the district’s budget estimates; adjust the local budget estimates if necessary; approve the local budget settlement; decide investment policies for the district’s projects in accordance with law;

c) Decide development plan of the sectors and fields in the district within its power;

d) Decide measures for management and use of land, forests, rivers, lakes, water resources, underground resources, ocean resources and other natural resources; measures to protect and improve environment, prevent and remedy consequences of natural disasters, storm and flood in the locality in accordance with law.

3. Decide measures to develop the education system including kindergarten, primary and secondary schools; measures for cultural, information and sports development; measures for people’s health protection and caring and preventing diseases; measures for implementation of population and family planning policies; measures for job employment development; measures for implementation of the policies for national contributors, social protection, hunger eradiation and poverty reduction; measures to guarantee implementation of ethnic and religious policies in the district in accordance with law.

4. Supervise obedience of the Constitution and law in the locality and implementation of the resolutions of the district People’s Council; supervise performance of the district-level Standing People’s Council, People’s Committee, People’s Court, People’s Procuracy and Commissions under the district People’s Council; supervise legal documents of the district People’s Committee and documents of communal-level People’s Council.

5. Implement other tasks and authorities in accordance with law.
