II. Tasks and power

1. The tasks on socio-economic planning and investment

- Implement the tasks on socio-economic planning and investment. Submit to the district People’s Committee and the provincial Department of Planning and Investment documents and guidance on socio-economic planning and carry out in accordance with the regulations of the district People’s Committee and the provincial Department of Planning and Investment.

- Submit to the district People’s Committee 10 year, 5 year and annual plans; guide and inspect implementation of the approved plans. Guide and inspect implementation of the provincial plans and guidances.

 - Appraise investment reports to submit to the district People’s Committee for approval; build annual fundamental construction projects to submit for approval of the district People’s Committee; provide professional guidance to the employees in charge of planning and investment of the communes and towns.

- Advise the district People’s Council to issue business license to cooperatives and household businesses in the district in accordance with law.

- Review implementation results of the socio-economic planning, fundamental construction and assigned duties to report the district People’s Committee and submit to the district People’s Council.

2. The tasks on budget revenue and expenditure

- The Finance and Planning Division is responsible for advising and reviewing to help the district People’s Committee in financial management including making estimations, obedience, settlement and price management; build annual and 5 -year estimates of budget revenue and expenditure; implement budget allocation in accorande to the decentralization of state budget management.

- Submit to the district People’s Committee to decide annual budget plan, estimates of budget revenue and expenditure (including budget estimates at the beginning of year and supplementation during the year) of the state budget beneficiaries, communes and towns in the district.

- Inspect implementation of budget estimation after approval.

- Inspect use of supplemented budget and frequent expenditure of the estimate uinits in accordance with regulations.

- Guide and inspect the programs and targets, economic, agro-forestry, traffic and construction, environment works and issuance and land use right.

- Guide the estimate units, budget beneficiaries, communes and towns to implement the Law on State budget and financial policies.

- Appraise annual revenue and expenditure settlement of communal-level budget, estimate units and budget beneficiaries from the district’s budget resources in accordance with the Law on State budget.

- Implement annual budget settlement to submit for approval of the district People’s Council.

- Make periodical and unplanned reports on financial and budget-related duties in accordance with the regulations of the district People’s Committee and the provincial Department of Finance.

- Propose measures for collaboration with related agencies such as sub-department of taxation, market managment agency, forest protection agency, the state treasury of the district, natural resources and environment division, industry and trade division and people’s committee of the communes and towns to effectively exploit the revenues and save the budget expenditure.

3. The tasks on price management

- Submit to the district People’s Committee for decisions on land-based asset prices for land clearance, asset purchasing and liquidation and selling confiscated goods to contribute to state budget.

- Appraise capital settlment of the fundamental construction projects according to guidance.

- Make price report according to the regulations of the provincial Department of Finance.

- Collaborate with related agencies to inspect obedience of price policies in the district.
